Ethiopian government official. Mesfin, Seyoum was born on January 25, in Azeba, Tigrai. Diploma in industrial chemical, Bahir Dar Gojjam, Ethiopia, Diploma in physical science, University Addis Ababa, Ethiopia, Postgraduate in International Law, Amsterdam University. According to Aregawi Berhe, he was one of seven students who met on 14 September at an inconspicuous cafe in the Piazza district to create the Tigrayan Peoples" Liberation Front.

Seyoum was the Ethiopian Minister of Foreign Affairs for nearly 20 years, from until he was replaced after the parliamentary election.
